The Norway branch of a large Japanese trading house is looking for a QHSSE Manager for their Metal Products Business Unit, based in Stavanger with regular travel to Floro and Oslo. Activities include OCTG Sales and Supply Chain Management, Mid-downstream sales, and project management in Norway as well as leading Petroleum Services in accordance with company standards and HSSE standards. Fluency in Norwegian and English is required for this role.

KEY RESPONSIBILITIES:
• To provide advice and support to the company’s Tubular management on all Quality and HSSE matters related to our business activities
• To ensure that the Quality (compliant with ISO 9001:2015 and API Q1) and HSSE programs of the company are implemented and maintained across all locations within Norway, taking account of all applicable local laws, relevant standards and customer requirements
• Support Tubular management in the planning and conduct of annual Quality and HSSE reviews, audits and inspections, ensuring they support QHSSE objectives
• Communicate, and monitor progress against QHSSE objectives throughout the Norway organisation and report to Management
• Ensure there are documented processes and Key Performance Indicators demonstrating continued compliance of department activities to specified QHSSE requirements
• Keep abreast of changes to Norwegian Regulatory and industry QHSSE requirements. Communicate and ensure understanding of these requirements throughout the Norwegian business. Ensure compliance with internal regulations as stated in Norwegian Working Environment Act and coordinate occupational health services for Norway Tubular personnel, Oslo Corporate personnel and Petroleum Services
• Ensure that all QHSSE risks and opportunities related to Norway Tubular activities have been identified and recorded and that there are also adequate control measures in place (Both Business and Task based risks)
• Liaise as appropriate with Customers, Regulatory Authorities and other 3rd Parties in matters relating to both Quality and HSSE
• Lead the investigation of Accidents/Near misses and NCRs in relation to Norway Tubular activities and verify close out of all accident/incident/NCR investigation actions
• Ensure that Norway Tubular QHSSE monthly performance is reported, including relevant data from Supply Chain Management and Midstream Line pipe project activities.
• Monitor and maintain the QHSSE elements of all relevant databases including SharePoint and Intelex.
• Communicate widely and effectively to ensure HSSE issues and responsibilities are recognised and addressed by Norway Tubular managers and employees and within Petroleum Services
• Implement an appropriate audit/monitor regime to ensure that the business is operating in line with specified company and Regulatory and Customer QHSSE specified requirements (particular emphasis on ensuring that Petroleum Services Yard HSSE standards are in place, suitable and maintained)
• Participation in inventory cycle counts with particular emphasis on ensuring that Yard standards are maintained in accordance with the defined company standards
• Ensure that QHSSE training needs have been identified within Norway Tubular and Petroleum Services and that there are suitable arrangements in place to deliver and maintain records for all such training provided. Where practical and economical deliver such training
• Provide Quality and HSSE support in relation to tenders, including the provision of responses to tenders, HSSE questionnaires and supporting evidence
• Promote department Quality and HSSE approach to customers, including preparation and delivery of presentations in customer meetings
• Ensure that all Suppliers and Subcontractors of Norway Tubular and Petroleum Services have been evaluated in line with department requirements and that their Quality and HSSE performance is monitored through reports, visits, audits and reviews
• Provide miscellaneous Quality and HSSE support at the request of the department Regional Quality and HSSE managers to support both the implementation within the company and the development of the wider global company departments QMS and HSSE management system
• Periodic domestic and international travel.
IDEAL CANDIDATE:
• NEBOSH Certificate or Diploma in Occupational Health & Safety or equivalent
• University or Higher Schools with focus on Quality and HSSE
• Lead Auditor certified
• Capable of communicating across all levels – oral and written (Both in English and Norwegian)
• Good motivator
• An excellent presenter both internally for employees and management and externally for customers and third parties
• Ability to influence with authority
• Being able to work independently and to think ahead
• Good time management skills
• Assertive through logical persuasion
• Willing to travel
• Previous experience in a similar role, preferably within the oil and gas sector (preferred)
• Knowledge of applicable Norwegian regulatory HSSE requirements, particularly NORSOK standards
• An excellent understanding of the requirements of ISO 9001:2015, 45001:2018 and ISO 14001:2015 including implementation and maintenance
• Experience in Quality and HSSE Auditing (ideally Lead Auditor Trained)
• Experience in performing and leading accident investigations and identifying root causes
• Experience in identifying and providing internal Quality and HSSE Training
• Experience in Contract/Supplier prequalification and evaluation processes
• Experience in responding to customer prequalification and invitation to tenders related to all aspects of Quality and HSSE
