INTRODUCTION

In the first three series of this legal article, we talked about the Talent Passport permits dedicated to highly skilled workers, to employees of a young innovative company, to employees transferred within a group and to researchers.

The last series of this article will focus on statistics.

2. STATISTICS

Indeed, on January 20, 2022, the French Ministry of Interior published several statistical reports related to the immigration. These reports are very interesting since they give detailed information on the types of visas and residence permits granted by the French Ministry of Interior from 2017 to 2021.

These statistics allow also comparisons to be made.

See https://www.immigration.interieur.gouv.fr/Info-ressources/Etudes-et-statistiques/Chiffres-cles-sejour-visas-eloignements-asile-acces-a-la-nationalite/Les-chiffres-2021-publication-annuelle-parue-le-20-janvier-2022

We have translated in English some of the charts extracted from these official French statistics.

2.1. The issuance of first residence permits by categories

The first residence permits correspond to permits held by adult foreigners (over 18) following an initial application for residence. They therefore do not take into account the renewals of titles, even when these change in nature (for example, a foreigner entering France with a “student” permit which would subsequently change to “employee” permit would not be counted a second time as a first residence permit). The chosen reference date is the validity date of the residence permit.

Since the implementation of Brexit, the British are third country nationals (non-EU). They are nevertheless presented separately in the table below, so as to have a homogeneous series.

Issues of first residence permits increased by 21,9% in 2021 compared to the year 2020, which tends to get closer to “pre-Covid” levels or even exceed them in some instances.

* This category embodies all British citizens and non-British citizens who own a “Brexit” residence permit.
